Alaska aquaculture awareness: What a 2025 survey tells us

A new Responsive Management survey shows savvy Alaskans know more about aquaculture than their Pacific neighbors.

A new statewide survey gives us the clearest current picture of what Alaskans think about aquaculture.

Conducted by Responsive Management between August and October 2025, in cooperation with Alaska Sea Grant and the four other Pacific region Sea Grant programs, the study sampled 844 Alaska adults to measure awareness, attitudes, and food choices.

For us at the Cook Inlet Aquaculture Association (CIAA), the findings are worth a careful read. This post walks through the numbers, then adds the Alaska salmon aquaculture context that reveal the bigger picture.

What the 2025 Alaska aquaculture survey measured

The survey used a multimodal sample design with 844 Alaskan adults, including phone, text, and online contact. Respondents were given a state-specific definition of mariculture that explicitly excluded finfish farming, because finfish farming is illegal in Alaska state waters.

That exclusion changes how questions about "farm-raised seafood" should be interpreted later on.

Top findings

Based on the survey, we understand a few key facets of the public perception of aquaculture.

1. Awareness is higher in Alaska than in most Pacific states

Fifty-seven percent of Alaska respondents had heard something about aquaculture before the survey, second only to Hawaii at 62%, and well ahead of Oregon (43%) and California (37%). Asked to define the term in their own words, 51% landed on "farming of aquatic animals and plants."

Awareness ran higher among older respondents, those with a bachelor's degree or higher, and people who consider their residence coastal.

2. Attitudes are mixed, with Alaska more skeptical than its neighbors

Forty-six percent of Alaska respondents reported a positive view of aquaculture, the same as Oregon but well below California (57%) and Hawaii (59%). Nineteen percent had a negative view — the highest of the four states.

Support for having aquaculture in the state followed the same pattern: 56% in support, 21% opposed. Among those who held a negative view, the top reasons were environmental consequences (23%), concerns about quality and taste (21%), and concerns about conditions for the fish (21%).

3. 'Local,' 'wild,' and 'from Alaska' win at the checkout counter

The strongest signal in the food-purchasing data is the one we hear at the dock and the fish counter every summer. Eighty-three percent of Alaska seafood-eaters said the fact that seafood is from Alaska makes them more likely to buy it. Locally sourced followed at 81%, wild-caught at 79%, sustainably produced at 61%. Price was a relatively weak driver at 50%.

In the other direction, "farm-raised" was the strongest negative purchase driver of any factor tested. Forty-nine percent said it would make them less likely to buy. Asked specifically about farm-raised salmon, 50% of seafood-eating respondents said they would not be willing to eat it at all.

Salmon is by far the most-eaten seafood in the state — 83% of Alaska seafood-eaters report eating it. And as we'll see, a meaningful share of the salmon caught in Alaska's commercial fishery passes through a hatchery before it ever sees saltwater.

The two Alaska aquacultures the survey doesn't fully separate

In Alaska, "aquaculture" covers two industries that share little beyond the word.

Mariculture — the shellfish and kelp story

Mariculture, as Alaska Sea Grant explains the distinction, refers specifically to the cultivation of shellfish and seaweeds in a marine environment. Under state law, that's the only kind of aquatic farming Alaska permits.

It's small by acreage but growing fast. The Alaska Mariculture Alliance reports about 1,200 acres of state waters currently authorized for shellfish or seaweed farming, with Alaska oyster harvest reaching 2.4 million animals in 2024. The most recent McKinley Research Group industry report estimates 240,000 pounds of seaweed harvested in 2025, with seven active kelp hatcheries by year's end and 43 new aquatic farm leases in the permitting pipeline.

Most of this activity sits in Southeast and Southcentral Alaska, including Kachemak Bay — not far from our pink salmon hatchery at Tutka Bay Lagoon. The NOAA Fisheries 2025 Alaska Aquaculture Accomplishments Report lays out federal-level support for continued growth.

Salmon fisheries enhancement — the private nonprofit hatchery story

The other half of the picture is what we do here at CIAA, and what regional aquaculture associations have been doing across Alaska for 50 years. Alaska's private nonprofit hatchery program was established in state law in 1976 to rehabilitate the state's depressed salmon stocks. Many PNP hatcheries operate today as well as State of Alaska sport fish hatcheries, from Kodiak to Southeast.

Alaska hatchery salmon are reared briefly in fresh water, released as fry or smolts to grow at sea, and harvested years later in the common property fishery alongside their wild-spawned cousins. By the time they hit a net or a fishing pole, they're feeding and migrating like every other salmon in the run. Understanding how aquaculture fits into the salmon life cycle is central to making sense of the data.

According to ADF&G figures cited in a recent Edible Communities article, approximately 40 million hatchery-origin salmon contributed to Alaska's 2022 commercial harvest — more than a quarter of the statewide total. These fish are sold legally and accurately as wild-caught Alaska salmon, because that's what they are at point of capture.

So, when 50% of survey respondents say they're not at all willing to eat farm-raised salmon, the framing matters: Alaska has no farmed salmon, by law. What Alaska has is wild salmon, some share of which began life in a hatchery.

Why this matters for the Cook Inlet region

CIAA operates two hatcheries in the region: Trail Lakes and Tutka Bay Lagoon.

Trail Lakes Hatchery, near Moose Pass, has been in our hands since 1988. Annual sockeye returns from our Cook Inlet region stocking network — Bear Lake, Bear Creek, Resurrection Bay, Leisure Lake, Hazel Lake, Kirschner Lake, and Tutka Bay — are expected to average around 400,000 fish.

These salmon feed all user groups in Cook Inlet— commercial, sport, subsistence, and personal use — alongside the wild fish in the same waters. When a seiner in lower Cook Inlet captures a sockeye or pink, or a dipnetter at China Poot fills a bag, or a Resurrection Bay angler lands a silver, there's a non-trivial chance that fish started its life in one of our facilities. The survey's purchase data — 83% saying "from Alaska" matters most — describes those fish exactly.

The trust numbers are worth pausing on. Sixty-seven percent of Alaska respondents said they trust scientists as a source of information about aquaculture, and 67% said the same about commercial fishermen. Posts on social media came in at 17%. In a Cook Inlet community where so many households have direct ties to fishing in one form or another, the implication is straightforward: clear, plain-language information from the people doing the work matters more than any campaign.

Frequently asked questions about Alaska aquaculture

Three takeaways

First, Alaskans know more about aquaculture than residents of the other Pacific states. That's a real foundation for further conversation, not a gap to fix.

Second, the headline numbers — particularly around farm-raised salmon — become much clearer once mariculture is treated separately from salmon fisheries enhancement. The skepticism toward "farm-raised" doesn't necessarily extend to the hatchery-origin wild salmon many Alaskans already eat regularly, including catch passing through Alaska docks each summer.

Third, for our community here in the Cook Inlet region, the work continues the way it always has: counting fish, releasing fry and smolts, and explaining clearly what we do and why. The trust data suggests that's still the most useful thing we can offer.
